South Duff Median and Miracle Field Naming Rights

31. 2016/17 U. S. 69 Intersection Improvement (South Duff Safety Signal/Median).
This project's plans and specs were approved on Oct. 11th of last year, but it has been delayed several times while waiting for Walmart to update and verify the cost sharing agreement. To recap, this project involves installing a raised median along South Duff between South 5rd and the Squaw Creek bridge, and installing a stoplight by the Southpoint Centre development. During the initial conversations (and workshop) regarding this project dating back to 2014, Council was interested in pursing access easements parallel to Duff on both East and West sides, however an access easement is only being pursued on the East side at this time. The final cost of the project is estimated to be $1.15 million, with contributions from the City, Walmart, and Hunziker in the amount of $215,968. Any cost overruns in excess of 20% will be borne by the City. -
32. Motion to approve recommendation of the Parks and Recreation Commission pertaining to minimum amounts for Miracle League Field and Inclusive Playground naming rights.
Last year, Council adopted a new park naming policy, which includes provisions for selling naming rights to parks and facilities as a method of fundraising. As the naming policy states, Council can consider what dollar amount is reasonable for naming rights for any given facility on a case-by-case basis. The steering committee for the Miracle Park and Inclusive Playground is working on fundraising efforts, with an overall goal of $1.5 million (only one piece of which is naming rights). The proposed minimums for naming the Miracle Field and Inclusive Playground are $150k and $200k, respectively. -
41. First passage of ordinance pertaining to Signs under Chapter 21.122(1)c and Chapter 21.125(6).
This update of the sign ordinance aims to clarify an omission in our current sign code as it applies to ground and projecting signs. Currently Council can grant exceptions to allow signs over/on the right-of-way, and staff recommends adding language about the exception process relating to these two types of signs to the code.
