LUPP Update vs. Comprehensive Plan

The Ames City Council meeting starts at 6:00. The agenda includes:
- 2. Resolution setting August 22, 2017, as the date of public hearing for a lease with TowerCo IV, LLC, for a cellular antenna at the Homewood Golf Course.
Since 1996, space for a cellular antenna has been rented from the City at Homewood Golf Course. Revenue from the lease (around $32K annually) goes toward operations at Homewood. The current lease would expire in 2026, and the lessee is proposing to extend the contract to 2051. This requires a public hearing, and this council item sets the date of the public hearing to 8/22/17. - 4. Workshop on Comprehensive Plan style and format.
An update of the Land Use Policy Plan (LUPP) has been on the horizon for several years, as the current LUPP was drafted over 20 years ago. While land use planning doesn't seem like a sexy topic, the update of this plan is probably one of the most important things we will accomplish during my first term on Council. The purpose of this workshop is to get direction from Council on whether to merely update the LUPP or embark on creating a truely "comprehensive" plan. The update of the LUPP itself is already a long process. Drafting a new Comprehensive Plan will likely take years, and will involve countless meetings with the public, stakeholder groups, and other municipal entities. (The current LUPP focuses on land use and growth management, while a true Comprehensive Plan would include policy guidance on a breadth of topics including natural resource management, transportation, quality of life, etc.)
