3. Massage Establishments/Human Trafficking Workshop.

The purpose of this workshop is to revisit a topic first brought before Council in 2017 regarding massage therapy establishments and oversight to reduce human trafficking. The state currently does require licenses for massage businesses, though several Iowa cities have ordinances in place which attempt to go beyond the state's requirement. For example, an ordinance in Des Moines allows law enforcement to place notice on the door of the business if they are operating without a license present. Other cities have instituted their own licensing programs, in addition to the state license.
