The City Council meeting starts at 6:00 p.m. this Tuesday at city hall. The agenda includes (but is not limited to):

33. ASSET. Contracts with Human Services agencies, Policies and Procedures and Staff Report regarding Joint Funders’ Meeting next steps.

Council is being asked to approve the contracts of agencies funded through the ASSET process. This year, allocations for the 24 agencies are up $42,705 for a total of $1,466,202.

Council is being asked to approve 5 themes which were discussed at the last joint funders meeting. They are as follows:

ASSET funds are limited, and so shouldn't be agencies' first or only source of funding

An objective "needs assessment" should be developed

Funders should use consistent language about priories, or develop priorities jointly

Delineate core services and supplemental services

Objective, measurable outcomes should be developed and used

34. Healthy Life Center.
-
Due to some action at the State level regarding scheduling of local elections, we held off on this item for a few weeks. Now Council will act to set the bond referendum vote for the Healthy Life Center on September 10th, 2019, for the amount of $29,065,000.

35. Staff Report on Campustown Facade Grant request.

Council received a request to reopen our Campustown Facade Grant applications. The application period is usually in February, though we didn't get any applications this past February, and there is currently an unused balance of $120,020 from the '18/19 budget.

36. Staff Report regarding Public and Employee Safety on City Properties.

Following last year's murder of Celia Barquin Arozamena, a safety committee was formed, and they are reporting back on several principles of CPTED (crime prevention through environmental design). The committee outlines 11 issues, including thing such as trail maintenance and vegetation management, lighting, cameras, patrolling, and outreach toward those experiencing homelessness.

Non-Agenda Packet: The following items are requests and communications to the council that are not on the agenda. This includes staff reports and communications/request from constituents/developers. By tradition the council can ask city staff for more information (a report), put the item on a future agenda for discussion or just accept the communication (taking no further action). This usually takes place at the end of the meeting during council comments.
- Kyle Poorman Email. This letter is requesting the City consider free Dial-a-Ride services for low income disabled residents.
- Requested Zoning Code Text Amendment. This staff memo is in response to a request for Council to consider a text amendment which would allow for more than one building on the lot for nursing homes and assisted living facilities.
