The Ames City Council meeting starts at 6:00 p.m. this Tuesday at city hall. The agenda includes (but is not limited to):

24. Staff Report regarding incentives to convert rental units back to owner-occupied housing.

This staff report is in response to a Council inquiry regarding incentives available for converting single-family rental houses back to owner-occupied. Staff looked at eight other communities across the country, and found a wide range of programs and funding sources. Several topics are laid out for Council in this report.

First, the report outlines options ranging from funding (via grants or loans) renovations, home purchase assistance, or a combination of the two.

Second, there is the question of funding through grants (perhaps with a match requirement) or loans (often forgivable in other communities, depending on the length of residence).

The report also covers several mechanisms for funding a program like any of these. Funding options range from property tax abatement, using CDBG/HOME funds, or finding some other source of funds within the City’s means.

Finally, as it relates to funding sources, if we are to use CDBG/HOME funds, there would be an income eligibility requirement of less than 80% of the median income to meet the low/moderate income threshold.

If Council is to pursue such a program, direction is needed on each of these topic areas.

25. Brookside Park Restroom Renovation Project.

At our last meeting, we delayed awarding a bid on the renovations for the Brookside restrooms because the bids came in over the original estimate. After further review, it appears the bids are realistic, and while some savings may be achieved through value engineering, Council is being asked whether to use just under $82,000 from our Park Development Fund to finance this renovation. This would be a new use of Park Development Funds, rather than our typical system of using these funds for the development of new parks.

This motion is being postponed because one of the conditions of the rezoning was evidence of an agreement for the Starbucks to relocate, and the developer is still working to secure the relocation agreement.
