Greenhouse Gas Inventory Advances

The Ames City Council meeting starts at 6:00 p.m. this Tuesday at city hall. The agenda includes (but is not limited to):

Earlier this year, Council directed staff to budget for and prepare for a Greenhouse Gas Inventory. The request for proposals yielded five bids, and staff are recommending PaleBLUEdot, LLC. While their initial bid was under the other four, staff note that they offered several other services, including further study of renewable energy potential as well as a climate vulnerability assessment. In addition, PaleBLUEdot will partner with an ISU grad student whose work includes experience in conducting greenhouse gas inventories.

27. Hearing on Inis Grove Park - Restroom Projects.

As with the recent Brookside Park restroom renovation, the new restroom slated for construction at Inis Grove is estimated to be in excess of the budgeted funds available. (Estimated costs are nearly $375,000, while budgeted funds available are $305,580.) Staff are recommending that we proceed by filling the difference either with Park Development Fund or Local Option Sales Tax dollars.

The Ames Foundation received a CAT Grant to fund part of the Miracle Park at Inis Grove, which considers the local match requirement to be the work done to renovate the existing restroom to the north, construct a new restroom, and construct shared use paths along the streets. The CAT Grant requires work to be done within a certain window of time, and this action is the Ames Foundation asking the City to commit to making these improvements by Sept 30, 2021.

30. First passage of ordinance regulating massage establishments.

In August, Council directed staff to draft an ordinance regulating massage businesses, in an effort to combat sex-trafficking. Staff have brought the first draft of this ordinance back for Council approval. It is based on a similar ordinance approved in Des Moines, and requires a number of things, including a designated manager, listing of practitioners, and forbidding massage service between 12 a.m. and 5 a.m.
