The Ames City Council meets on Tuesday at 5:15 p.m. at City Hall. The agenda includes the following. Note that you can generally click on individual agenda items below to get the full staff report or other explanation.
Council has spent the last several weeks reviewing the CIP and operations budgets, and will now hear recommendations for funding the arts (Public Art Commission and Commission on the Arts), human services (ASSET agencies), and several other ancillary organizations such as Ames Main St., the Ames International Partner Cities Association, Ames Historical Society, Story Co. Housing Trust, etc.
Then Council will allow time for public input before making final decisions on the CIP and operational budgets.

- 26. Resolution approving Final Plat for Auburn Trail Subdivision, First Addition and accept sidewalk and street tree deferral.
The applicant wants to separate the existing single-family home off Hyde Ave onto its own lot, so it can be sold off separately from the rest of the future planned development. Any subdivision starts the clock requiring the developer to install sidewalk/bike path, but in this case staff are recommending deferral of that requirement until the development of Auburn Trail is more imminent.
- 27. Resolution endorsing Iowa Economic Development Authority Application for Financial Assistance for Berdex USA with local match in the form of a grant.
Berdex, a Netherlands-based livestock trailer manufacturing company, is looking to locate at the former Caremoli location. In order to qualify for $57,100 in state tax incentives, a local match of $11,420 is required. Council is being asked to approve $5,710 from the City's Economic Development Fund for this purpose. (The remaining half of the local match would be funded by the AEDC.)
- 29. Kingsbury’s Subdivision, 5th Addition.
This item was delayed from our January 25th meeting to finalize this development agreement. Staff are recommending approval of this final plat for the property shown below (just north of Target along SE 3rd St.). The property would be split into 4 lots, with a carwash planned for one. Two of the other lots are in the floodway fringe and would require compliance with floodplain development standards, though nothing is planned for those lots yet. Typically a developer is responsible for public infrastructure needs, such as a sidewalk along a newly developed property, but in this case the City eventually plans on extending Cherry Ave. and SE 3rd St. which impacts the timing of sidewalk infrastructure requirement.
- 30. Sturges Subdivision, First Addition (5019 Hyde) Avenue.
This request for a Minor Final Plat is coming from the landowners and the Iowa Natural Heritage Foundation, in order to subdivide this area into an Outlot of roughly 30 acres for natural preservation, a lot for the current house and acreage, and some right-of-way land for Hyde Ave. A minor subdivision does typically kick in the need for a sidewalk, but staff are advocating for a 10' shared-use trail rather than the typical 5' sidewalk, which is already in the works once the property to the north is developed.
- 31. Motion directing staff to implement a temporary Downtown Residential Overnight Parking Permit for $25/month.
At the request of Ames Main Street, Council is being asked to consider a new Downtown overnight parking permit. These $25/month permits would be available only to Downtown area residents, and would only be valid from 6 p.m. - 9 a.m.. - 32. Hearing on proposal for the City of Ames to lease its right, title, and interest to property locally known as 205 South Walnut, Ames, to Heartland Senior Services for a period of 50 years (continued from January 11, 2022 and January 25, 2022).
This hearing has been continued for the past few meetings to allow time for all parties to review and agree to the language in the attached land lease. Staff are recommending approval of this contract.
Communications to Council: The following items are requests and communications to Council that aren't published on the agenda, so we won't deliberate them substantially. This includes staff reports and communications or requests from constituents and developers. Typically, Council will ask city staff for more information, put the item on a future agenda for deliberation and possible action, or just accept the communication, taking no further action.
