The Ames City Council meets at 6:00 p.m. at City Hall. The agenda includes the following. Note that you can generally click on individual agenda items below to get the full staff report or other explanation.
- 1. Presentation of Findings of 190th Street Corridor Study
This study looks at three intersections along 190th St, from George Washington Carver to US 69. This study was conducted to evaluate current and future traffic levels along this corridor, especially following concerns from the County and the City of Gilbert. The consultant evaluated options for a roundabout or a traffic signal at the three major intersections along this route. - 2. Presentation of Findings of S. Duff Avenue Interchange and Corridor Study
Similarly, a corridor study was conducted for South Duff, from S 16th to Airport Road, including the interchange of South Duff and Hwy 30. In this study, two options for the interchange were compared...a "Single Point Urban" or a "Diverging Diamond" interchange. These were evaluated by ranking based on their impact on traffic delays, safety, future growth potential, multi-modal uses, event traffic, emissions, public acceptance, and cost. While the single-point urban interchange ranked better on all factors except cost, staff are recommending the less costly diverging diamond model. - 15. Motion approving/denying renewal of Class C Retail Alcohol License – Terry & Andy’s Tacos Inc. (Es Tas) 216 Stanton, Pending Dramshop Status.
While Es Tas passed two compliance checks in May of 2023, in the previous year they had 60 violations in which there was a minor on premises after the time allowed. (Because Es Tas serves food, they were granted an exception whereby minors were allowed in the establishment until 3 p.m.) The Police Department are recommending a denial of their 12-month license renewal. - 16. Minimum Exterior Property Maintenance Ordinance.
This has been a topic we have been discussing for some time now, with a robust amount of public input for and against. The current proposed ordinance can be found in the staff report. This meeting will be a time for public input on the proposed Property Maintenance Ordinance. In order to allow more time for public input, the hearing will be opened during this meeting, but then continued until August 8th, allowing the public to offer input at either meeting, or during the interim. The vote on a first reading will not occur at this meeting, but rather at the meeting on August 8th. - 17. First reading of an ordinance amending Ames Municipal Code Section 11.4 regarding Urination and Defecation.
It turns out our public urination/defecation policy has a loophole. It prohibits urinating or defecating on or in a building, public or private, and prohibits both on public ground (streets, sidewalks, etc.), but it does not currently prohibit urination or defecation on private ground. (Even without the landowners permission.)
Communications to Council: The following items are requests and communications to Council that aren't published on the agenda, so we won't deliberate them substantially. This includes staff reports and communications or requests from constituents and developers. Typically, Council will ask city staff for more information, put the item on a future agenda for deliberation and possible action, or just accept the communication, taking no further action.
